Problem with all these templates is that the people like to post on such sites and places like VN boards are mostly min-maxers who assume everyone has infinite plats, guild assistance or time to get the items needed. And some of these so-called uber templates have problems, I just viewed one for a Hero that had all sorts of raised stat caps but matter and heat resists at zero. Doh.
What's needed are some more pragmatic and balanced templates using items that can be more realistically gained and which give a balanced approach.
Best way to make a template is to use the spellcrafting tools such as Kort's (see links above) or Loki, as these will show you what your caps are and how far you need to go to reach them when you start entering items into the slots. Enter the items you have or know you can obtain, then see where the gaps are and do some searches to see how you can fill them.
